Is it possible to turn off the sound in the browser through GPO? For example, to leave the sound on RDS but exclude the abuse of youtube.

No way. These are completely different themes, sound in general and the sound of the browser. It's easier to block the entire YouTube. And for good, why do you need sounds on your computer for work? Listen to "ding-pilik-chpok" from Windows? it's easier to stop the audio service then through the GPO and be happy.
