Is it possible to talk on android mobile phone through computer?

I want to be able to dial a subscriber from the computer, speak into the microphone of the computer and listen from the headphones of the computer. Also receive a call through a computer. What programs are needed for this?
Comp: OS Windows 7
Smartphone: OS Android 4.1
PS: I found only programs that only allow you to dial a subscriber or receive a call, but you still need to speak and listen through the phone
