How to create a "reader" for Android?

The task was to issue the passage of a certain game on the Android platform.
I do not understand the creation of applications, I myself am from the world of web development.
Let me ask you a few questions:

1) Out of the corner of my eye I saw what people are doing with JS/CSS, is that correct? (I suspect not very much. But then why did Adobe create such software)

2) Are there engines for text readers, but so that they are not wooden black and white panels, as on the first versions of Android.? Interested in the ability to add sliders from content, the ability make a modern UI design.

3) Interested in maximum freedom, so that if you wish, you can do whatever you want, completing the necessary, without restrictions from the engine (or as it should be for a similar relatively primitive component)
