Is it possible to sync desktop app and iOs app via USB?

There is a local database and a desktop Windows client on a PC, everything works offline. There is an idea to make a mobile iOs application for the iPad, which will pull data into the iOs application from a local database via a USB connection to a PC. Once again, I emphasize that data exchange via the Internet is not suitable. Is it possible in principle to implement something similar in some organic way, without jailbreak and other "cunning" manipulations? Thank you!
