the site has different sections, and here is an idea to make it possible for the user to subscribe to certain sections of the site, and when new content arrives in this section, the user receives a message on the computer if he has subscribed.
How difficult is it to do and how? If you can write some kind of general scheme.
Or is it better to do the mailing with the help of email, and if the mailing is done, then preferably through a third-party service?

What is your site? If you send via PushAll, then you just need to make buttons for subscribing inside the site and collect user IDs to send group notifications.
