Is it possible to SSH to a non-white IP device?

Hello!
There is a raspberryPi with Archlinux arm, and an MTS USB modem is also used to communicate with the outside world.
At the moment, in order to connect to it via ssh, an openvpn connection is configured.
My question is this: is it possible to connect to this device via ssh without vpn if a non-white ip address is issued from mts?

If you order a white address from MTS - yes (if there is such an opportunity).

from gray ip we connect to white ip
All work will be in the tunnel, authorization by certificate.
