Is it possible to split a monitor into multiple virtual monitors?

Is it possible to split a widescreen monitor (24x10) into multiple virtual monitors? It’s not easy to make “windows with anchors”, namely, what would be in the center, for example, a game in full screen mode, and along the edges, as if on neighboring monitors, was, for example, a chat or what messenger is open in a “vertical” column?
It is conditional that the center of the monitor be like 16x10, and not "approximately", but clearly tied to the resolution. And the side speakers were separate areas that could not even be touched without switching to them. Plus, for example, if you start a stream, then it would be captured only from the "central monitor"?

Creating virtual monitors is not a problem, they will even come with their own taskbars, shortcuts, etc. but you can't limit the area for fullscreen applications. Just as I understood, you can not limit the edge of the virtual display for the mouse. The mouse walks on all displays regardless of anything. The point is in Windows itself. It works on the principle "I see the monitor, I don't see obstacles", and opens the application in full screen.

It's just ridiculous that even ultrawide monitors don't have multi-monitor emulation in the hardware. Why are they even needed...

You can also switch between monitors through a virtual machine, but also a crutch solution.

Monitors in the current realities for full-screen applications cannot be divided. For windowed applications, you can use the software, the links to which are in the question, or its analogues (many of them).
There are a couple of monitors on the market that at the hardware level allow you to emulate virtual monitors, but without the ability to customize them (set their width).
