For example, in Moscow there is a PC, and in Kyiv there is a PC.
Is it possible to set up a private file exchange via the FTP protocol, via an ftps connection via the Internet!?

It is possible if at least one of the laptops has a direct connection to the Internet with a real IP address or through a router that allows the publication of FTP servers with a real IP address on the router.

You can, if you forward ports (or have a white IP), at least on one computer.
Moreover, FTP is known for the fact that it works muddy with ports. He needs port 21 and another range for data.
If you use SFTP, then it needs only one port (default is 22, but it's better to use some other one)
