Is it possible to set up a Mac for two users?

So it goes.
Interested in creating two independent accounts.
So that when you log out of one account and log in to another, the whole system changes under the second - files, folders, programs, settings, as if they were two different poppies.
And so that the second account is just as full with its appleID. I just go to "Users and Groups" and I'm just offered to create a new account with just a name and a password.
