Is it possible to set up a local VPN on Android?

Hello.
Is it possible to set up a VPN server on Android?
Plus, so that you can connect to this VPN server knowing the public IP address?

Let's say an android mobile device (Samsung S10) is now connected to the network and its public IP address is 123.123.12.1 (let's say the connection goes over the mobile network).
And then, from any other device, establish a connection with 123.123.12.1 (i.e. to the server, because the android device in this case acts as a server).
And so that then the traffic goes through the android device (Samsung S10).
