Suppose there is a form on the site in which a person can write a request for addition or a message. Is it possible to send data to Skype? And how to do it? Javascript, PHP, ect?

There is a Skype Desktop API . This is only possible when Skype is running on the server side. You can study skype4pidgin sources .
