There are 2 cases.
Situation one: ordering services through a mobile application. How is payment made? The user enters his card details, we automatically process the data, withdraw the specified amount and send a command to complete the order. It turns out that payment is not made through the AppStore and Google Play. Is it possible to do so?
Situation two: everything is exactly the same as in the first case, but a person does not buy a service, but digital content. The question is the same.
In this case, the markets lose their part of the money for payment, and isn’t it written somewhere that the above situations are a violation of some clauses of the contract?

Digital content - only through in-app purchase
Services and real things can be bought as you described in the first case. In principle, there are ready-made services for this ( https://www.braintreepayments.com ), which provide ready-made libraries and APIs.

Paying for internal content through external services is a breach of contract. Google has the ability to pay through external services if the content is a separable part of your application, for example, audio, video materials. Because they can be played on other devices, platforms.
Read the contract carefully, everything is written there. Otherwise, you may get rejected first, and then completely ban the account. Don't shy away from cowards.
