Yes, it's better to order a design - the dimensions are discussed with the designer, it's better if the designer had experience in rendering for mobile applications - then he knows most of the subtleties himself, a mock is a great thing - but it should be supplemented with a detailed description - for example, comments on the same site, ordering is the question of finances, guarantees and time - you can at least have anyone, depending on what ratio of the above you are interested in. In architecture? I don’t see any difficulties - subscription mechanisms have long been implemented for both Android and iOS.

Depends on the complexity of the application and budget.
According to the "classic", you describe in detail the mocks in the form of a technical specification, give it to the designer. The designer draws the screens. You give the design + mocks + TK either to the studio, or you yourself find at least two developers (IOS / Android), or one cross-platform or one who will write to both at once. Plus, it is not known whether you need a server, then maybe another programmer.
The studio, of course, is more expensive, freelancers are cheaper, but the studio, as it were, takes risks, and with freelancers, you take the risks (after all, you will essentially be a manager). Another option is to hire a manager, and he will find everything himself, do it, control it.
Total:
The most budget option is without a designer at all, especially if the screens are not complicated, then it's easy - transfer mocks to the application (only screens, without logic), and immediately try it on a live phone.
In fact, you need one programmer, a full stack.
