Is it possible to sell an idea/project/development?

I had an idea for a project, after the implementation of which it will generate income.
I've been working on this project for the second month already and, for good, the main frame is nearing its end, it remains only to bring it to the ideal.
But there is such a problem as lack of experience and investment in this project.
The project itself eventually predisposes a fairly large load on the servers, which requires good equipment to support this project, which costs a lot of money.
With regards to the direction of development at the moment - this is a web application.

I think, is it possible to sell ready-made developments, an idea and all the things that are connected with it, so that more experienced people take it up and develop this "business"?
And what you need to do?

Or look for an investor. For example, through some startup incubator.
