What quadcopter is effective for the city?

Hello.
There is the following task - often clients have to deliver documents on their own (acts/certificates/invoices). You have to spend a lot of time on the road, if the client is in another part of the city - residents of megacities will understand me. I thought about building my own quadcopter, but there is practically no knowledge in this area and there is no time to study it either. I'm thinking of getting one, but I don't know which one. It is necessary to adequately and without incident get from point A to point B, the distance between which is 15 km and back on one full charge.
Advise? :)
UPD: the answers showed that it is unsafe, expensive, inefficient, unrealistic for my task, and generally very bad in this matter, but I can’t understand why everything is so bad? I think the sphere is useful and necessary - it will to some extent increase the productivity and working time of employees where it will be applied (instead of being idle in traffic jams); they are environmentally friendly in contrast to the technology on burning fuel; not much will free the roads at all (not the fact that there are "not many"); A whole industry will open and companies specializing in this will appear. It concerns not only the transportation of papers, but also other things, for example, up to 2-3 kg. The question is general standardization and how to certify it - after all, the airspace with its own rules and subtleties, I still do not take into account different countries. Is this a useful and profitable business or am I mistaken?
If I'm wrong, then bring it down to the ground.

IMHO a student-schoolboy as a courier for this task will be more effective. At least for the current moment.

Forget it, it's easier to negotiate with some kind of taxi-type office and they will "on the way" capture your documents and take them away, there is of course a risk that they will not reach, but it is usually not big. It will definitely cost less than buying obscure crap for over $10k. In addition, no one flies at such a distance, the average one will hardly last 10-30 minutes in the air.

But seriously, a student / student / taxi is a solution. And for 15 km, small unmanned aircraft fly, not quadrocopters from China.

In general, any flying cars in the city are almost a utopia: places that are in motion, that during takeoff and landing require more than wheeled vehicles of the same load capacity.
Even not only flying cars have problems with fitting into the metropolis, but also any "non-standard" transport, from bicycles to gyroscopic unicycles and "segways": neither on the sidewalks at a speed of 15 km / h nor on the roadway.
