Is it possible to run Ruby on Rails on Windows 10 like in ubuntu?

Right now I have two operating systems on my computer - Ubuntu and Windows 7.
I only go to Ubuntu to work with projects on Ruby on Rails.
I heard that Windows 10 has a Linux shell.
So, after installing Windows 10, can I use Ruby on Rails like in Ubuntu?

It is possible through Virtualbox + Vagrant.
Personally, I prefer to work in Ubuntu.
