It adds to the cart only when authorized by the administrator.
Is it possible to run a function from the administrator in Bitrix through the API and, after successful completion, give the rights of the previous user again?

The Add2BasketByProductID function adds a product to the basket to the current Fuser object (it can be both an authorized user and a guest), if your function works only under the administrator - most likely something is wrong :)
upd: judging by your previous question , check access rights (for example, the rights of the price type /bitrix/admin/cat_group_admin.php - perhaps it is available only to admins)
