Is it possible to run a virtual machine without running the main OS?

There is a virtual machine with a very unstable program, it is very dreary to rearrange it every time and it’s not a fact that it will work out ... Therefore, if the program crashes, then we just copy the working virtual machine and work again ...
At startup, it requires a lot of RAM, so if you run it with the main OS, then 5 minute work, drags on for an hour ... Or it just all flies ...
So the question arises, is it possible to run a virtual machine with this program, spending minimal resources?

Hypervisors run the virtual machines. You can run a virtual machine using minimal resources - you can use a type 1 hypervisor, for example, using VMware ESXi.
