Hyper-v on and off, BIOS virtualization enabled. intel i5 9300h processor. windows 10pro 1909. running in the background with the interface does not help, renaming files too.

New virtualboxes higher than version 4, like (well, yes, relatively new), check OS system files for signature and any crap, and if your OS is modified, let's say a crack, then virtualbox will not start. One user on Habré somehow made a virtualbox assembly (compiled from source) with this check disabled. But from access to Habré, the link to the package has long been inoperative.
Keep proxmox or VMWare shorter.
At the same time, these new virtualboxes run on Linux without any problems, but not on cracked Windows. Only on a clean uncracked, even if not activated - everything works.
