Is it possible to return part of the cost of the server OS when downgrading?

Will it be possible to return part of the cost of Windows server 2016 when downgrading to 2008r2? Or is only the OS version rolled back?

and the latest Win 2016 with the number of licenses we need is quite expensive.
And you will not officially buy others - they are withdrawn from sale.
Downgrade means that you can activate the programs you bought with your serial number, which, in my opinion, are 2 levels lower. At least that was the case with MS SQL, I bought a buggy 2014 at that time and installed 2012.

What "part of the cost" are you asking for a refund?
