Is it possible to restore the BIOS if it is not there?

Notebook Samsung 300e5x
Don't ask how or why, but Ubuntu was installed and the command rm -r /dev was executed . It seems to me that they shoot themselves in the legs only once in their lives)
I'm wondering what to do now? I took it to the service, and they say that you need to change the motherboard.
Is it possible to flash a new BIOS on such a brick?

Flashing the BIOS through the programmer helped.
Tried everything I could. I took it to one service, to which the Samsung support advised, they don’t know anything at all, they only change spare parts for big money. For 3 weeks that the laptop spent there, they worked with it only at the level "Turned it on, could not enter the BIOS, so you need to change the mother." I took it from this terrible service and "for good luck" carried it to another. There, in less than a week, they were able to determine what the problem was and flash it through the BIOS programmer)

fastboot is enabled and native Windows and partitions from the disk are demolished :-)

Is there a guarantee? If it's not a pity - unwind, find a power battery. Take out. Wait 20 minutes. Then insert it the other way around and press the power button a couple of times.
Then insert normally and turn on the laptop. Turn on. Thus, the settings will be reset (not the fact that they will be reset) and you may get into the BIOS.
