Is it possible to recover data from iPhone? If so, how?

The iPhone 5 has recently been data wiped to set up as a new phone. And I don’t know if a backup copy was set up in icloud. Is it possible to find out, and somehow return the photos?
Account migrated to iPhone 6s. However, not everything that was on the old iPhone was displayed on the 6s.

http://icloud.com/ - log in and rummage around, there should be backup's.

If you have not set up iCloud, then you will no longer be able to restore your photos.
