Is it possible to recompile a SANE project (.so file) into a dll file using Cygwin?

Good day. I have a project on SANE (Scanner Access Now Easy), namely a .so file. Will I be able to compile the sources into a .dll file using Cygwin to run my project on Windows? Will SANE work on Windows? There is a project XSane Win-32.
