Is it possible to rebuild the Ubuntu kernel from x32 to x64?

I found the Ubuntu 14.04 Alena build ( rutracker.org/forum/viewtopic.php?t=4961993), I really liked the set of pre-installed programs and widgets on the screen. The author writes that although it is x32, it can work with 4 gigs or more. Is this even possible? And is it possible to change the kernel for x64? I understand Linux at the level of a novice user, but after a month of acquaintance with Win 8.1 and 10, I decided that it was time to finish with Windows.

Linux can also work 32-bit with large amounts of memory, but the change of architecture, as in any other OS, must be completely reinstalled
