Is it possible to publish an html5 (Cordova) mobile application using Material Design in the App Store? Are there any restrictions in the AppStore on the appearance of the application?

There are no restrictions. Only if you are using something that could harm the user or something with non-explicit behavior.
Apple and Google have guidelines to follow, but no one is required to.
The AppStore already has material design apps like Gmail.
