Load third party site in webview?

Roughly they say the site needs to be converted into a mobile application.
The site is naturally not on the js framework, but stupidly rendered by php.
is it possible to make a prilk on ionic or another in which splash screens will be on the theme of my site, and after them the site itself will load?
Or is it against the rules? google play
well, I can make a supposedly harmless game and slip a casino after moderation
