To publish an application in the App Store, you definitely need a computer with OS X on board and an Xcode application or Application loader. Can be run in a virtual machine.

The App Store only accepts apps compiled with Xcode. So it's a matter of whether you can run Xcode on other platforms - say in a virtual machine.
