It doesn't work that way in the mobile market. The question is not entirely correct . If you are talking about getting into the tops, then forget it. Thousands of games are released every day. Why would you be a hit? Although, dreaming is not harmful.
It works like this: you buy installs of your game, and then the players bring you some income (according to your monetization model). If the average income per player is higher than that player's purchase price, then the game is generally profitable. And if it is profitable, then what's the difference, 10k or 100500k? Just pour in babalo and get even more dough, and so on in a circle until you get bored. But if the game is not profitable, then, obviously, pouring in the loot will be at a loss, and then you need to either close the game or change it (improve it).
The profitability hypothesis is tested on a small sample of more than 1000 installations. If you manage to buy players for 10 rubles, then 10k will be enough for you only for testing. There can be no talk of any "promotion" for this money.
Here in Steam you can already talk about promotion, but there are other laws and their own subtleties. For example, just throwing the game there will not work, as if it were some kind of Google folder. This is a whole ritual, starting from creating a page and collecting wish lists, and ending with the actual release. Well, further operation.

Something I doubt. Better try to enter into bundles. Sites often offer game packs for nominal money. And in the game already add paid levels to continue. But I write as a user.
