Is it possible to programmatically reduce the fan speed on the processor?

Hardware: ASUS P8Z77-M + i7 T3770T (45W)
OS: Windows Server 2008
Cooler: Scythe Kozuti here is the link
Is it possible to slow down programmatically ? Now 1900 rpm (in super quiet mode)

PS. I think to connect the diode to the circuit to reduce the voltage, but maybe this can be solved somehow programmatically?
I have 2 almost identical computers, in the sense the coolers are the same on both, and so on one it works more or less tolerably, it has 1400 rpm, and this one threshes 1900. There are i7-4770S (65W) and there are many more tasks, but this one is almost empty.

I'm closing the topic.
I set manual settings, temperature 35C, rpm ~ 1140, but it still somehow buzzes pulsatingly ((
I will think whether it is worth disassembling the cooler to disassemble and clean the fan, and whether it is collapsible at all.
