Is it possible to write a program (skriptik) that could change browser settings at startup ( IE, Chrome, Mozilla, Opera )?

Look in Google about Group policies for the selected browser. For example, for chrome https://support.google.com/chrome/a/answer/187202?hl=en
Well, there are also command line parameters (chrome and firefox for sure)
