The swift site says that you can install xcode or swift on ubunu, and I wondered if it was possible to program for ios without having a MAC?

Two aspects of your question:
1. Is it possible to write an iOS program under Linux?
Of course you can. It's just text, you can write it anywhere.
2. Is it possible to go through the full cycle of creating an iOS application without a Mac with at least some conveniences?
Yes, right now, you'll wait for Apple to show interest in your problems...
March to the store for a MacBook, iPad and a developer account! And don't argue!
I did so. I put a virtual machine on Linux, macOS there, tried to code, I liked it (here, of course, the main thing is that the hardware allows). Bought a macbook. No poppy. It is realistic to write programs in a virtual machine, but it will freeze and the speed is not the same, although it is quite acceptable. I had a virtual machine on a core i5 laptop, 8GB of RAM (4 of which I allocated for macos) and for macos I made a 40 GB disk.
