You cannot do this directly - you must first convert the identifier into a username.
To do this, you can make a request to https://i.instagram.com/api/v1/users/25025320/info/ , where instead of 25025320 substitute the required id - json will be returned indicating the user's login. In the request, be sure to specify the User-Agent of the Instagram mobile application.
This is a private api, and most likely there are limits on the number of requests per unit of time.
