Is it possible to not use a fan in an ATX power supply?

There is a motherboard with Intel Atom and 3.5 screw. It seems that the load is small, if you look at the TPD on the manufacturer's website, then everything together should consume no more than 30 watts. My power supply is 350 watts, ATX. I looked, on the PSU board, the fan is simply connected, not soldered. During work, he raised his hand to the air that blows out the PSU, barely warm. There is no desire to buy a separate PicoPSU type PSU for this business, but if it is possible to get rid of fan noise so easily, then I'm all for it. The question is, can the absence of a fan harm the PSU?

Yes maybe. Engineers did not just put forced cooling there, and the vast majority of electronic equipment breakdowns are caused by incorrect temperature conditions.
Leave it short.

You don’t need to turn it off completely, it not only cools itself, but also draws air from the computer.
But you can reduce the rotation speed if you really want to reduce noise. There are a lot of circuits on the Internet, starting from a simple resistor.
