Of course, it is possible, and even necessary. And there is a significant motive for this - the smaller the volume of the system partition C, the smaller the volume of its backup (i.e., you need less space to store the backup) and less time is needed to create and deploy it. Personally, I take out all the temporary storage there (the Temp folder and Temporary Internet files), the swap file (if it is an HDD), the My Documents, Downloads folders, and in general everything user, not system.
General rule: only the system should be on the system partition , user data in case of a crash will be safer, being somewhere on the side. And by the way, a consequence of this rule: try not to use the Desktop as a place to store data.
