Try Open Server open-server.ru
Then, on the Falcon site, download the phalconphp.com/en/download/windows extension and drop it into the extensions folder.

No, it turns out the whole thing was thread safe and non thread safe. I'm not the DLL Phalcona Downloaded.

1. Download Phalcon 1.3.4 - Windows x86 for PHP 5.3.9 (VC9) at
   phalconphp.com/en/download/windows. Instead of Download Phalcon 1.3.4 - Windows x86 for PHP 5.3.9 NTS (VC9).
2. Unzip
3. Copy to ~\usr\local\php5\ext php_phalcon.dll
4. In php.ini (~\usr\local\php5\php.ini) add extension=php_phalcon.dll
5. Restart Denver
