Is it possible to merge gre tunnels to ubnutu into one?

There is a local network. There are 2 routers (R1 and R2) that look at the Internet for each provider (this is how it is conceived and there is no need to edit it).
Through the router R1 there is an Internet company + 3 gre + ipsec tunnels up to 3 external ubunt, they are in the hoster's cloud.
VPN goes through the R2 router to branches + backup Internet for the company (if the Internet drops to R1) + VPN client

What you need:
1. Ubuntu will be cloned and there will be 6 of them (Six, Kart!) (and if there are more of them?)
2. On R1, raise 3 more tunnels to cloned ubunt
3. On R2, raise backup tunnels to 6 ubunt

And the main question: is it possible to combine 6 tunnels on R1 into one tunnel and do the same on R2?

You can deploy the machine in the cloud, file a VPN server there and hook everyone to it. Then only 1 connection will leave the office, and then it will be resolved on the VPN
