Is it possible to manage all VPS from one place?

Hello.
There are many VPS servers from different providers.
Is it possible somehow to manage VPS on/off/reboot/OS reinstallation from one place?
Maybe there is some kind of socket? Or how to do it?

Ansible/Chef/Puppet? it is certainly not very "socket", but

Half of the operations you describe will require the hosting provider's API.

It seems that almost all sane people now have api, I don’t want to manage

For such purposes , you need to initially take hosters with API
DO, Vscale, AWS, OVH, Azure, etc.
Some control panels have an API.
You can hardly control the installation of servers using this API.
But a reboot is possible.
Judging by the task, you want to create your own cloud?
Of the non-cloud hosters, OVH has one of the most developed APIs.
Reinstalling software inside the server does not apply to the maintenance of the hoster's API.
This is done by specialized software - Ansible, Puppet, Chief.
PS:
Perhaps you have a different task altogether?
Maybe you need not servers, but services?
Then you need to create your own cloud based on Kubernets, Mesos, etc.
Creating, deleting, placing software and monitoring it, moving between nodes (servers) - these systems manage.
