How to centrally configure the display of a list of bases in the form of a tree in 1C?

When the user launches the platform for the first time, the list of 1s databases is always displayed in a heap, without hierarchy.
In the settings, you can set the "Display as a tree" checkbox, but this setting is not centralized, but is stored apparently in the profile of each user.

How can I force 1C to force everyone to display databases in the form of a tree?

The file is called %AppData%\1C\1cv8\1cv8strt.pfl, it is in the internal format 1c, you need to change a piece in it
