Is it possible to make WiFi access via SMS on my own without Internet service providers?

Question for IT lawyers. There is a company, the company has a room for conferences, presentations and just negotiations (for example, with suppliers). I wanted to organize SMS access for strangers who come, because sometimes you really need it. So the question is: “Can I do this myself without resorting to providers?”, Because Rostelecom recently came and offered this, and when asked why I can’t do it myself, they argued that we don’t have a license for this business and allegedly this overlaps with FZ-126. But we do not have a public place, i.e. not a cafe or shop. Nothing prevents me from organizing the same access by password, for example. The meeting room is located on the territory of the company, and not in a public place.

Apparently you have just the same public access point:
Does the access point, which is located inside one of the offices of a large building, fall under the law on public WiFi?
