Is it possible to make time synchronization with the server compatible with Russian realities?

Good day.
I turned on synchronization with time.windows.com, but the time is one hour more in this period of time - there are no clock changes for winter and summer time. Is it possible to make a correction while maintaining automatic synchronization?

there, clock translations cannot be taken into account, because the time server gives you GMT time. time zones and clock translations are the task of the OS, and there are questions to it.

Update Windows to the latest Windows 10 and update it regularly.
Enough already on Windows XP to sit - it has long been removed from support.
