Is it possible to make the right Ctrl or Alt independent of the left keys (so that Hotkeys of different programs do not work)?

I want to make an additional layout option with different characters, but I run into the fact that many programs are full of hot keys tied to Ctrl and Alt, which I don’t use.

That is, is there a way to make the right Ctrl or Alt work as before, making it possible to hammer different characters on them (for example: right_Ctrl+g; or right_Ctrl+s), but so that the system does not read them as just Ctrl+ [any_key]?

PS: Of course, I can make a separate layout... but two Ru & En are higher than the roof for me and the third one will get in the way...
