I am retraining to the English colemak layout, but there is one inconvenience in working with hot keys on the Russian layout. On the Russian layout, hotkeys are located on QWERTY, how can I change this to COLEMAK?

For windows, I decided in this way: using
the Microsoft Keyboard Layout Creator program, I loaded the existing COLEMAK layout and replaced all the characters with the Russian typescript I needed. The second day I use problems anywhere did not arise.
