Is it possible to make PhoneGap send a notification to another device without an application installed on it?

Suppose there is an installed application, can it send a message to another phone or device without this application installed on the receiving phone. Well, to paraphrase, can the receiving phone, in fact, accept. The message is a very, very small text and possibly a picture.
