Is it possible to make changes to someone else's cms and then pass it off as your own, provided that the cms is open-source?

Is it possible to take the unfinished cms as a basis, change, correct and release it as my own? If this cms is open source.

If the license is BSD or MIT, you can. If GPL or Apache, then it is impossible.

Read the license agreement. Everything that you can do with this software is defined in it. All rights to the software that are not given to you in the contract / agreement are not given at all.

. This is called *plagiarism*. In decent places, they beat you with candelabra for this. If that doesn't stop you, then the law of most (probably) countries also expressly prohibits it.

If this program is free , then definitely yes. Moreover, regardless of how “modified” it is.
If not, then maybe you can, but it's probably not worth spending time on this.
One way or another, carefully read the license agreement under which you received this program. If you have any questions - feel free to ask.

If there are few modifications, then it is better to contact the author - maybe he will accept them in the main project. If there are a lot of modifications, if they seriously modify the functionality, or if the author does not want to accept them (for some reason) or, for example, he does not like the development line - you fork the project, where you indicate in the description - the project is forked from such and such a project developed by - something there then something.
