Where can I post release notes for my open source projects?

There are several open source developments in ruby ​​and JS (coffeescript). There is a desire to tell about these projects to as many people as possible. Probably someone will be interested.
If it’s more or less clear with the Russian part of the network - we have a hub where you can freely publish a post and get your share of fame / kicks, then what to do with the English-speaking part of the network is not entirely clear.

I can say for sure that it is useless to write in Google mailing lists :) I made my own gem to work with Mongoid, wrote to the Mongoid mailing list - zero reaction.
Maybe it's true, post your blog and links somewhere?
