I would not recommend you to use free software in the public sector, I had such an experience, everything resulted in fines from the prosecutor's office, since we do not have a paper that the software is licensed. GPL / BSD / MIT license is not recognized by our officials, they would rather feed all sorts of Microsoft's and other things and get kickbacks for it
