Is it possible to make an outline of a different color for the text, namely for certain parts of the letters?

There is a large inscription, above it is another smaller inscription. Is it possible for a smaller inscription, which is above a large inscription, to make the outline black, and in those areas where it touches the large inscription, part of the letters, paint the outline in a certain other color.

if the contours of the letters of the large inscription and the small inscription do not just touch, but intersect - most likely you will need to make a separate object precisely from the intersection areas - you crook the font and then study the pathfinder palette. Offset path to a crooked copy of the small caption, then expand appearance, then work with pathfinder, and voila :)
