How do I make a minimalist "open and close" animation of the eyes?

I want to make an animation of the eyes, make an animation gradation from 1 picture to another, i.e. close, open, and do something like a teaser, 2 photos below, but I don’t know where to do it, and what program to use

You can make 2 drawings, open and closed, and in between those drawings, depending on the style, you can just squash the open eye drawing for 1-2 frames. I tend to vary the timing and spacing between opening and closing.
That's just one way to do it though. It also depends, is it a quick blink? Casual blink? Slow blink?
