What software (software combination)/online resources are used to create Animated GIF?

Good afternoon.
There is a need to make a small 2D "cartoon". The result is an Animated GIF.
Is there software (or an online resource with a paid subscription by time) to:
Set graphic shapes.primitives/text, transform them, make a time reference, etc.
An example scenario:
A la "flowchart": A rectangle with text -> two arrows "grow" out of it to rhombuses" -> text is printed in turn in them (preferably the camera moves towards them in turn). Then the arrow follows from a rhombus and returns to the first rectangle, the text in it is overwritten and a new one is printed.There
is something similar, relatively easy to work.If it's an online service, then with a payment of around $10 per month?
