How to make such a realistic chalk drawing effect?
I understand that all elements are drawn first, then their contours are selected and either filled with a finished texture, or painted with a special brush? Which way do you think is better and why? Does anyone have experience with making things like this?

In general, thanks to everyone for the advice. I did the work by applying a chalk texture to the contour of the text and lines, followed by fine-tuning with a brush - add brightness somewhere, wipe the blur somewhere.
The most honest option that inspires the trust of customers is to write with chalk by hand. Then take a picture and put pictures on top (preferably also honest ones) in any graph. editor.
